The Ethical Enterprise · Available for select engagements, 2026

High-performance systems, built on ethical foundations.

I'm Michael D'Rosario, founder of The Ethical Enterprise, an independent AI, economics and public value practice. As an econometrician, data scientist and innovation-policy researcher, I engineer AI systems that perform at the highest standard, without cutting corners on the ethics underneath them. Development, systems design, presenting, training facilitation and consulting for institutions that take responsibility seriously.

What I do

Nine ways I work with teams

Engagements range from hands-on delivery to board-level advisory, usually a blend of the two. Hover or tap a card for a quick look at the impact.

01

Software Development

Full-cycle development of high-performing, production-grade AI-enabled systems, expert systems, model diagnostics, automation and data platforms, built on an ethical foundation from the first commit.

Built the expert-system engine behind Transparency International's Responsible Mining Tool (v2), now used to assess mining operations against international standards.

02

Ethical Systems Design

Designing decision-support and governance systems that perform under real-world pressure and stay answerable to the people they affect, with safeguarding and risk built into the architecture.

Designed hybrid AI/parametric risk models for family-violence services trusted by QCDFVR and the Victorian Aboriginal Legal Service.

03

AI Risk & Governance

Risk models, frameworks and diagnostic toolkits to identify frontier-model risks, including harms to children and vulnerable groups, and to govern deployment responsibly.

Built risk diagnostic frameworks addressing frontier-model risk to children and vulnerable people, briefed to the Australian Government's AI Council.

04

Presenting & Keynotes

Talks and expert commentary on ethical AI, technology policy and the economics of innovation for executive, government and civic audiences.

Co-authored the Algorithms Around Us ethical AI curriculum and built the AI in Business program at Oxford's Saïd Business School.

05

Training & Facilitation

Executive and postgraduate program design and facilitation, from Oxford's AI in Business to bespoke leadership and data-science intensives.

15+ years leading MBA and executive programs, with a 100% SELTS score and repeated Best Educator honours.

06

Advisory & Consulting

Strategic and ethical guidance on AI use in industry, working with governments, banks, registries and civic-sector organisations.

Econometric advisory to CENTR & EURid on the future of domain usage across the European internet.

07

Econometric Research

Applied econometric analysis and quantitative research for registries, regulators and government, from cohort and entity analysis to policy-facing modelling.

Econometrics advisor to CENTR & EURid, and Director of Econometrics & Analysis at Per Capita Australia.

08

Simulation

Parametric and hybrid AI risk simulations, scenario modelling and stress-testing for programs and systems operating under real-world uncertainty.

Hybrid AI/parametric risk models built for QCDFVR to analyse patterns of family and domestic violence risk.

09

Evaluation & MERL

Monitoring, evaluation, research and learning frameworks for programs and policy initiatives, designed to produce evidence that actually informs decisions.

Led program impact evaluation for student equity initiatives (CREATE) at CQUniversity, MERL frameworks that translated into funded interventions.

Selected work

Systems and research trusted by registries, regulators and legal services.

CENTR

Advisory

Econometric research and advisory to the coalition of European domain-registry agencies on the future of domain usage and the internet; AI systems for cohort and entity analysis.

EURid

Advisory

Advisory and quantitative research alongside CENTR on registry economics and the evolving shape of domain usage across Europe.

Transparency International

Software Development

Designed and deployed the Responsible Mining Tool (v2), expert-system logic, report generation and AI tooling for responsible mining, aligned with international standards.

Victorian Aboriginal Legal Service

Research & Advocacy

Data-driven advocacy for place-based justice, automation and BI tooling, and policy briefs shaping legal-service delivery for First Peoples communities.

QCDFVR

Research

Hybrid AI/parametric risk models and GIS service-mapping examining technology-driven domestic and family-violence risk to inform program and service design.

Teaching & academic delivery

Executive and postgraduate education, delivered worldwide.

Fifteen-plus years designing and leading MBA, executive and postgraduate programs, with consistent top-tier student satisfaction, including a 100% SELTS result and repeated Best Educator recognition.

Ethical AI & systems

About

Twenty years across research, policy and the technology that shapes public life.

I've spent my career at the intersection of econometrics, innovation policy and applied technology, leading research programs in think tanks, universities and applied policy environments, always with a focus on social impact, risk mitigation and evidence-informed governance.

Today I lead the establishment of the Centre for Innovation, Industry & Ethical AI, working with members of the Australian Government's AI Council on AI futures that drive productivity without exposing children and vulnerable people to new forms of harm. That same lens (rigorous data science, policy expertise and a trauma-informed approach) runs through the systems I build and the programs I teach.

My work spans ethical AI risk models, expert systems and data-visualisation platforms; econometric advisory for domain registries and regulators; and executive education for leaders around the world. I care about technology that stays answerable to the people it affects.
